The Vehicle Design Safety Certificate (SBKTS) is a document that confirms the vehicle's design is fully reliable and complies with technical regulations. The SBKTS is issued exclusively for a single vehicle. Only after obtaining this certificate can an electronic PTS (vehicle title) be issued, and the car registered with the traffic police (GAI/GIBDD).

Without this certificate, it is impossible to:

  • pass customs clearance;

  • operate the vehicle within the Eurasian Economic Union (EAEU);

  • conduct property transactions such as selling, gifting, or leasing.

Who Needs an SBKTS?

The certificate is required for:

  • manufacturers of single vehicles (SVs) wishing to use their products in EAEU countries;

  • importers of single vehicles into EAEU countries. 

The SBKTS is issued for used vehicles imported into the EAEU by both individuals and legal entities. However, after the withdrawal of foreign automakers from Russia, a special decree was enacted. Now, SBKTS is also issued for new vehicles imported by individuals. Legal entities receive SBKTS for vehicles older than three years. For vehicles younger than three years, a ZoETS is issued.

How to Obtain an SBKTS?

The certificate is issued by testing laboratories (centers). It is essential to choose organizations with the necessary licenses and accreditations.

To obtain the certificate:

STEP 1. Fill out and submit an application along with the required documentation.

STEP 2. Receive a positive decision on your application.

STEP 3. Provide the vehicle for inspection and testing.

STEP 4. Upon successful verification, receive the SBKTS.  

Obtaining SBKTS for Russian Citizens 

Russian citizens need to apply to an accredited testing laboratory listed in the Unified Register of the Customs Union. An SBKTS is considered valid if it is registered in the Unified State Register.

What Types of Vehicles Do Not Require an SBKTS?

These include:

  • vehicles for temporary use (up to six months);

  • vintage vehicles;

  • sports and special-purpose vehicles not intended for public roads;

  • vehicles for specific categories of owners, such as diplomats and consular staff.
